Huge rental no service due to non payment

Due to non payment of bill the bsnl outgoing and incomming is barred and even broadband is barred. The payment is not made due to faulty broadband frequent disconnection repeated complaints but no fix for proper service. I decided not pay two months bill around Rs.1600. But now i see when the service is barred i still get bills and reached Rs.6000. Please advice what to do?
