No sms incoming from Vancouve

Dear Sir

I had complaint many times for not receiving sms from Vancouver. I can send from my BSNL number. 9436430005. I can receive sms immediately from vancouver when I use other operator's SIM card.

Why the problem is not solved till date. Who ever I contact could not give me the right technical answer.
