Non adjustment of advance payment

I have taken internet connection from bsnl on my landline phone number 0141-2780304 the services of internet is very poor it always remains in breakdown condition more over i have paid in advance for one year with the assurance that this amount will be adjusted through monthly telephone bills. Not only internet services are very poor the billing is also poor they failed to adjust in monthly bills every month i have to go bsnl office (8 k.m) for correction of bill it is very trouble some job it comsumes not only time but my money also . the poor internet services effect iptv also.
