Cable fault

My STD PT Phone No. GADWAL-273655 not working since last 4 months due to cable fault in road widening at gadwal town.but iam getting minimum bill for Rs.300/- (Rs. Three hundred only) per month.if not working that connection how to we pay our minimum bill for that STD PT.hence requesting please remove my minimum bill to my phone GWL-273655 i.e. std pt
