Careless officials

I gave an application for shifting of my land line on april 28th till date they have not shifted but i am getting the bill for the same number since 3 months. when enquired they say the request form is not with them i gave them the photo copy of the same but they are not doing it do i need to pay the bill even though it is the fault of BSNL.
