Earthing in phone

My Telephone NO. is 0562-2602729. The phone is producing severe noise and gets disconnected as soon as I dial a number. Registered complaint twice on 198. Sent a written complaint and personally requested SDO. Nothing is done. Facing problem for 20 days.
