Slow speed

My internet connection is frequently getting disconnected. the dsl light on the modem is almost always blinking due to which i cannot connect online. and in case it ever stabilises the download speed is excruciatingly slow.. on an average 5-6kbps.. takes me hours to download sth.. i had called the customer care innumerable times and the lineman came n said theres nothing wrong.
