Plan change from 250 to 500C

I'm a customer of bsnl since 1998. I got the broadband install in 2005. But right now i want to change my plan. I gave the application of changing the plan on 22-11-07, when i asked that would i have to give any security deposit. They said it will be included in your bill. But on 1st december when i go to the bsnl office for confirming my plan change the bsnl guys said me that u didn't deposit the security amount. When asked him that you was saying i am not to give any security it will be included in the bill. They didn't heard me anymore at that time and i had to deposit it there right then. Then i asked him when my plan will be changed they said it will be in few days. I went there on 5-12-07 then asked about it then the SDO said your plan will be changed from next month means from January.
