Very slow BROADBAND

I am a subscriber of 750 UL dataone Broadband service at Silchar assam circle. My Broadband speed is never over 28-30 KBPS/sec. Though BSNL commits 256kbps speed minimum. Why they play with us? Anybody faces the same problem? Please let me know at email rajat.chakrabarty@yahoo.com.
