Mobile bill payment problem through internet banking

The payment of June month bill amount paid through my bsnl e payment system but when I received the July bill the payment of June was showing pending and the amount is deducted from bank account.

So I visit to bsnl office then they inform to give a written complaint.

When the money is deducted from my bank account why the process becomes delayed it becomes customer responsible for the issues?

When the problem comes bsnl never help the customer to resolve the problem.

I am tracing for deducted amount for last 2 month but still I don’t received any call or any update from the BSNL and who is responsible for this?
