Landline connection

Hello. I am a resident of BTM Layout Bangalore. I had applied for bsnl landline connection along with broadband on 1st August. They promised me a connection within 15 days. I have already made the initial payment of 500 rupees. Its more than two months now and i have still not received the connection. What do i do now?
