Net work slow

I am student of Indian Institute Of Information Technology & Management Gwalior. We are using the broadband connection of BSNL named data one and according to company broadband means browsing speed should be 256kbps but from fews days we are getting the speed of 30kps even worst than this 5kbps sometimes
