Land line phone billing problem

I have received bill no.19549036/ 03.02.2007 for an amount of Rs.13998.00 which includes rental charges for the last five to six years and my land line phone (05446 233294) was disconected due to non payment. I have asked for instalment payment because it was not my fault for the pending rental charges. At last after one and half years on 28.9.2008 I was allowed to pay the pending amount in 10 instalments. My phone was restored (but only incoming calls and local outgoing calls) after 1st installment payment. I have already paid an amount of Rs.9998.00 from the pending amount (Rs.13998.00) and regularly paying rental charges all these months @ Rs. 142.00 pm. But till date I have not given the STD facility and lock was not opened. Kindly help me by giving solution.
