Billing issue

I have a taken BSNL landline connection In March. I was promised that there is an offer of 25% discount in rental, for being a women. I opted for Urbun-SPL option, which has rental as 475 Rs per month. I have opted for paying the whole year rental at once - so I have got another discount of paying only 10 months rental instead of 12. But in my first bill, I have not got 25% discount. I have called many times to the given no - but normally no body picks the phone, and if they pick, they tell that they will get back to me and then they never call.
