Worst Download Speed

I've Home 500 plan. I should get download speed upto 2 Mbps or 256 KBps. But I'm not getting more than 32 KBps. The promotional page advertises for a better speed while the officials (SD) are saying that I cann't get more than 32 KBps. This is absolute heating from this organization. They are misguiding consumers about their plans whatsoever.
