Unable to call a specific numbe

I have been trying to call 09407649496 for the past week, but I get the message that the number is not valid. But I can receive phones from that number. I filed a complaint with the 24365 helpline number, they said that it will be resolved in 48 hours, but the complaint is still not resolved. The docket number for the complaint I filed is 1600218.

Please resolve the complaint immediately. If two BSNL subscribers can not talk to each other then it is a very bad reflection on the BSNL service.
