Problem in Msg card recharge

Sir,

I have recharged a msg card of Rs.24 which covers 200 local sms free to any local mobile in West Bengal circle. But from starting it cut down Rs.1 for any RELIANCE network number and some BSNL mobile number from main balance. I have already complaind about this matter two times 1-12th june 2-18th june but till now no feedback I have received.

So what I do now.
