BSNL Excel Student prepaid plan

Sir/Madam,

I want to discontinue BSNL Excel Student prepaid plan and change to BSNL general plan, but the customer care people are saying I am LOCKED to BSNL Student plan and have to loose this number and buy another SIM card if i need to change.

I think then i loose the "The right of the subscribers to choose any tariff plan at any point of time " as suggested by TRAI.

2. In the BSNL web site (http://www.chennai.bsnl.co.in/News/excel_student_power.htm), it is clearly stated that :

Recharge: Normal recharge coupons or Top up cards

All other terms & conditions: As per normal prepaid tariff

but in reality i am unable to recharge for Rs.393 or Rs.168 or Rs.281 (http://bsnl.co.in/service/tariff_excel_pre.htm)

3). The Student plan NEVER MENTIONED that i cant change from that plan to any other plan.

4). The Customer Care for BSNL is the worst, they are not picking up and even if they pick up, they dont talk.
