Unexpected bill

I had BSNL broadband service under home paln 250 from 29/12/07 for the annual subscription of 2500, My home come under Barasat Exchange, Calcutta Telephone- (Pin 700124). Now I have applied for the change of paln from home 250 to home 500 combo plan. So BSNL have change it to home plan 500 on 26/09/08 . Home plan 500c offers 1.5 GB free with night limit (2-8AM). So I started downloading from that day. It was 7.219 GB shown in BSNL own http://10.240.89.199 portal and excluding night limit of "september" is 1.072 GB. But today they have sent bill of RS-/7272. Now what can I do .. pls help me
