Fake calling card

Hi

We purchased the BSNL STD calling card worth 200/- from a near by mobile store, but it does not work. It says it does not balance amount. The card is new and the number was not scratched.

We also, raised a complaint to BSNL office but, no action has been taken yet. Even, the mobile store owner is not taking up any responsibility.

Please suggest something in taking up actions ASAP. Also, tell me what is the method of raising this in consumer court.
