Out going calls barred

Dear Sir,

I have purchased one sim card prepaid with No: 9486842655 and the same was put on my cell phone and the same got activated after 3/4days time. Now the same has not permitting any outgoing calls. When ever i dial any no. i am getting the recored voice stating that all the out goings call are debarred. This matter I have informed to the supplier and also communicated the customer compliant. From there also the same reply I am getting. It is more than 25days and there is no response from anyone in this matter. Will any one look into this matter and solve the same.
