New Landline connection applied - No response

I have applied for a new BSNL Land Line Connection with Broadband (900Package) on 22-March. BSNL advertisements are staking tall claims that within a week phone/broadband connections would be given. But till now no response on my application. Call centre 1500 repeatedly says that the application is "In Process". Are we still living on that "Apply and wait for 10 Years to get a phone age? " If this be the case why BSNL should waste Tax Payers money on advertisements. Why dont BSNL awaken and grow up to the competition, if not atleast spare Tax Payers money on enticing Ads.
