Land line not working

I installed land line connection in the year 2006. Since then my land line is noisy. I made complaint about many times. J.E.& A.E said it can't be repaired it is a line fault. Not a single day it worked properly. I am really dejected. Some time it was very much noisy if i make complaint they will come on their own and they do something noise may be reduced but they won't totally clear the noise. Now my phone is dead for the last 10 days. I made a complaint one week back but still now nobody atteded the fault.(complaint no is 86423084). As they said if it can't be rectified my phone connection may please disconnected. Otherwise I am going to make complaint in the consumer court.
