Abnormal Usage being levied in the bill

I had applied for BSNL dataone connection (HOME-250 PLAN) sometime in March June. In February or so, someone from BSNL came & gave me the broadband connection. But it was not working properly. I had complained on the same to my Area manager. No action was taken. It was working On/Off. Works sometimes and not sometimes. Also I had asked for the portal usage id to check my usage which was not given as well. And finally i got one sometime in June.

Then I got a bill on June 20th for the whole Feb- May for 16, 165 . When i checked the usage it shows usage of 4 GB - 5 GB every month. But I never used that much. My Usage was always limited to browsing. When i checked the usage in detail, i see heavy usage after 10 PM to sometime around 12 AM and sometimes even upto 4 AM. But I used Broadband after 10 PM quite rarely. I have no idea why so much of usage was shown after 10 PM. Also I used to use broadband mostly during day time on weekends.

So please check my complaint & let me know how to proceed with this.
