No Action taken on the connection since month and a half

Hi,
I took a BSNL Data One connection about a month and a half, I was calling every one in the BSNL office and each of them gives me a different reason and forwards me to some one else. There is a complaint logged on my phone. Its been very long time that its been logged, and there was no action taken. Every time I call either the telephone is engaged or the person gives me a new number to call. My telephone bill is getting me burdened.
More over, while my connection is not established from past month and a half, I was billed for 800/- rupees in my current bill as the installation and connection charges. This is utterly disgusting customer service from BSNL. I would like to see some action taken immediately or please revoke my request and return my money back so that I can switch to a better provider.
