Non working of mobile internet / gprs throw laptop

I am a bsnl / excel customer (mobile. no.9410375618) in dehradun circul, in present u.s.nagar, uttrakhand. I have multimedia handset (nokia 5310) but internet connection not working throw my

laptop yet in mobile wap service are working. I try many times but not success. Tell me how i can

get this sevice and please tell me bsnl / excel offered any unlimited gprs surffing vouchar or tarrif for this purpose.
