Sms are not timely delevering

Sir,

I am a bsnl prepaid customer, mob.no: 09496327869, i took a new prepaid connection from bsnl before 2 weeks, from the first day of my usage, it showing the problem that sms are not timely delivering to other networks. I contacted customer care so many times, but they are not intrested in solving the problem, frankly. Later i gave a complaint, ref.no: 0809100278, and i got a response that the problem is completely cleared, but the problem is not yet rectified. after that i contacted the customer care, but the same story. Kindly take some actions.
