Surprise billing after 15 years

Dear Sir/Madam,

Today ie 26'Oct we received a call from BSNL Hyd informing that we need to clear a bill amount of Rupees One Lakh pending on consumer number 27639083 (a commercial connection-STD PCO) though we have cleared all the bills untill it's last connected day. 5 years ago my father received a letter from DGM Musheerabad informing that the connection on his name would be disconnected if the pending bill on consumer no 27639083 wa not cleared. Then my father had a written complaint to DGM that he being a sr.citizen and never been a defaulter to BSNL would take legal action and see that justice is done. since then there have been no calls or complaints. Now this is repeated. I would like to bring to your kind notice that BSNL would never retain the connection if the previous billed amount for last 15 days is paid. I wonder how the department personal would wake up once in 5 years. If this bill has to be paid, then why were they have not served a notice to us till today.(15 years after disconnecting)
