Deducted sms active service without request for activation

I have received a call from 911411252599 on 14 Aug at 6.07pm. I speak hello, hello but no thing has been heard and after 42 seconds same has been closed. After few minutes a message has been displayed on my phone no.9413726983 that thank you for subscription Rs.20/- for monthly job service. I have never press any button for active this service but bsnl has deducted Rs.20/- from my account. I contacted several times to custmer care of bsnl but they have declined for this mistake and said that you have follow the process for active of this service. They have not wanted to hear more.
