Faulty Telephone Instrument

My Telephone No.is 22952730 under Bavdhan Exchange. Several times I had complained about my teklephone instrument and asked them to replace with a new one. Always they are giving repaired instruments which was deposited with them. I am a very old customer with BSNL and I hope it is the duty and responsibility of the BSNL to satisfy its customers. Bavdhan Exchange says they provide new instruments to new connections only. Is there any rule like that. Who will help me?
