Landline Out of Order - Absolutely No Response

My landline number (044 - 22520633) is out of order for the past 3 weeks and in spite of calling the Mugalivakkam BSNL Office and lodging a complaint, there is absolutely no response from them. Every time a call is made to 22521100 or 22521111, the phone keeps ringing and no body bothers to attend the call also. Is there a way where in we can pump in some responsibility to the persons to attend to the complaints?
