Phone not working for last 5 days

Our Home land line phone has not been working for last five days. We have registered complaint telephonically and on-line. The complaint number is: HAR/CO/4080. But nobody has addressed the complaint yet. When I sent mail to the nodal officer it bounced back and could not be delivered. I don't know what to do and whom to approach.
