BSNL Landline Phone dead from 23.10.09

My Landline phone no 06212247381 at Mujaffarpur Bihar, is dead from 23.10.09. I gave complain to the 198 but till now no any one check the fault & reconnect the Phone. I also booked the complain so many times in Sampark 1500, but donot receive any response...
