Phone is out of order from 2 Weeks

Our landline number 23392678 has been out of order from more than 20 days

I have registered 5 complaints on phone.

The complaint numbers were 0403, which keeps repeating everytime we try to log a complaint thru the online facility.

We also called up the Junior Engineer at 23398844. The person on phone informed that there was no complaint registered there. I requested him to take the complaint. He denied to take it and insisted that we logged a complaint through the online facility again, which is an utter waste of time.

Why do you have a facility for complaining online when you are not capable of maintaining it effectively?? We are out of phone for 20days now.
