No Dial Tone

Sir,

In Mahagama Exchange Of GODDA district, under Dumka, Jharkhand. My Land line phone 06437-228435 has no dial tone since last three months due to cable cut.also nearly 200 lines have same problem, but no proper action has been taken to rectify the problem. After that rental charges of telphones have been charged by honourable TDM office. This is the position. One -day I want to surrender my phone on the basis of negligance taken by the department, but no authority is ready to rectify the problem. In this Position What I have to do?
