I am not satisfied with the service provided by bharat sanchar nigam limited

I had taken a message pack from bsnl lmt on 9th of july for rs.33. this pack provided 2000 local messages and 1000 national messages. but from the time i have taken this message pack i am still paying for the national messages at the rate of rs 1.20, which means there was no use me taking this pack. i have made complaints on the followin dates to the bsnl customer care:

each time i call they register the complaint again and give me following arguments:

you have not taken the pack

your complaint is in process

your complaint has been resolved

if i get justice i would be very grateful to you
