Unwanted services activated without any request

Sir, I am using BSNL mobile of AP circle, since January. meanwhile during june a call from 12630033 came, I accepted a call and rejected without hearing anything. After that I recieved a sms saying that I have been charged Rs. 19 for this month. I complained it to customer care, and asked for deactivation. they provided the information to deactivate, but the IVR do not have any facility to deactivate the service. Additionally they charge Rs. 1/ min while deactivation. this service is fraudulant one. I am unable to deactivate it. I have to unnecessarily pay Rs. 19/ month. there are many people who are facing the similar problems. please help.
