Snl is not refunding security dispite of no pending

My bsnl post paid no. was 91-9412084368. due to stolen my phone on 23/10, I logged a complaint in nearest police station, and informed bsnl in proper way. I had diposited security rs 2000.00. Till today bsnl has not refunded my security yet now. In this duration, i have contacted bsnl personels at every level, but there is no result.
