Deducting More Amount with out provideing any services

I am a BSNL Orissa Subscriber with Cell No: 09438703379. I am using the service providing by BSNL Orissa since one year. I am enjoying the Caller tune services provided by BSNL Orissa and i have already paid the charges for that when i subscribe that. Monthly charges is 12/- and activation charges is 25/- once. But the operator charging 12/- and 25/- both from my account which is not correct. And i am trying to contact to the customer care for book a complain regarding that but they are not co-operative. Please help me to enjoy the correct service from the operator.
