Deduction of Money for calling Customer Care

My Mobile No. is 9423630066. Before 2-3 days i calling to 123 for De-Activation of BSNL Tunes. As 123 is a toll free number then why customer care has deducted 25 Rs. for that call. Pls. Either you says 123 is a toll free number or dont deduct the money for calling to that number. This is not right way to behave with your customers. deposit that money in my account at the earliest.
