Do Not Call Complaints

I had registered with do not make call last year itself and yet I continue to receive unwanted and unsolicited sms on my mobile. I had also made a complaint under DNC and my complaint number is 31007642958. Most times these sms come in the middle of the afternoon while I am sleeping and sometimes even after 10 at night. I have two land lines and have kept my mobile strictly for emergencies so that my family can call me. I do NOT wish anyone else to disturb me on my mobile. My mobile is strictly for my very personal family members. How do i get rid of this menace? Who do I hold accountable?
