Unattended complaint made on 27.5.2008

The modem is not working after 9.30 P.M., Complaints (repeated) made since 27.5.2008 remains unattended. Telephone Fault line man just visited on 29.5.2008 and said that he will arrange to send the JE or AE to attend the fault. No body turned up. It declined to function since 9.30PM . Is it not amounting to deficiency of service. When can I expect its rectification? How long I have to wait?
