NIC USB not working even with the efficiency of 20%

I had bought on 31-01 NIC USB at home for the purpose of online training.

and at the time of buying in the Bsnl Exchange in nani Daman the person responsible for selling this item name[ Mr. Rajesh] has told me that the speed will vary from 70-80 KBPS it will not come as pure as 144 KBPS as advertised.

i sail Ok it will do.

and he told me that there is a problem with the server so the NIC USB will not work for 2-3 days i said Ok . but after 4 days i went to BSNL Exchange in nani Daman and there was another officer name Meena now bcoz Rajesh has gone for a 1 month break, so i had address my problem to this officer he contatc to the valsad exchange and told me that problem will solve in 2 days.

angain after after two days on 11/02 mornig i went to exchange to meet this officer who told me that till evening the problem gonna definetly solve bcoz we are getting millions of losses in revenue.

and again todays on 12/02 i went in the afternoon and there was another TTA name chetan i told him my problem and he personnaly check the NIC USB on the PC and he find that the there is no connectivity the device showing full point of network but then also the internet work only for 10-15 mins. and get hang so we have to disconnect and reconnect it again he has done same thing more than 10 times ther in the span of 1 hour. and he personnaly check the dwonloading speed its showing 1.23-2.5 KBPS only, and this also with the help of download manager.

he told me that this NIC USB work like thsi only you wont ge more speed than this.

then why the BSNL advertising 114 KBPS and i am getting only 20-30 KBPS speed even he person told me that you will get 70-80 KBPS.

so my problem is i dont wanna this service

and i want my money back.

and i want to subscribe for the BSNL home broadband service.
