Bsnl prepaid
Not activating my gprs so that i am not able to surf internet through my pc

I have a Nokia 3310 classic handset and a BSNL prepaid connection. Though i can surf internet through my handset, i am not able to do so in my pc through bluetooth device or data cable. Whenever i try to connect, it appears in my mobile "subscribe to packet data first". I have complained many more times for it. So please suggest what should i do now?
