No outgoing SMS

I am unable to send an SMS for the last 6 months due to some problem with the service. I have launched several complaints with the customer care centre but to no avail. My number is 9411968322 in UP west region. Kindly look into the issue as soon as possible if at all BSNL cares for its customers.
