Bsnl prepaid
Low priority for prepaid users while roaming

My BSNL prepaid number is 09495829593. I have been in Ahmedabad since 1st October. I am not able to send any sms from my mob; it showa an error "retry". Making calls alsi is dificult or impossible sometime; it gives a message of "not allowed". But my friends who have post paid connection do not have this problem. Is BSLN giving low priority to prepiad users? Why it is happening? and why the complaint is not attended to even after repeated complaints through net or over customer care number? Pleasssssssssssssse help me out!
