Deduction of Rs 20

I have Mobile no 9428042712. On 05.11.08 at 4.44.27 pm I received a message from 5670020"Thankyou for using BSNL tunes. You have been charged Rs 20/- as subscription renewal fee. How BSNL can deduct amount without taking my consent. Please reverse these charges & in future do not deduct any charges unless I consent for it.

In variably, when I receive a call, I cannot hear caller & call is to be cut. When caller again calls I am able to hear. BSNL is making double money. Please advise me what u r doing for this.
