I made a topup transaction but balance is not added to my mobile

Dear sir/madam,
On 25-08, I made a top-up transaction of Rs110 to my mobile through on line (www.ap.bsnl.co.in). the amount of Rs 110 from my bank account was deducted but balance to my mobile is not added. i complained to the customer care, but they are not responding properly and they are keeping me on hold for hours. i have all the details about my transaction. i don't know whom to approach further.
