Phone totally dead and no responce from related officers

Yesterday i lodgged a complain here about my telephone no. 141-2760194 which is dead since 28th feb which complained was lodgged on 02-03 vide complain no. 24615 and today when i checked that with 198 that gives me another complain no. 24858 dated 16-03 means the BSNL people finish last complained of dated 02-03 without worked on that.

Since last one week i have call MR. J.P.Garg on his office phone 141-2709288 and daily get only assurance to worked out but still today my phone is dead and no one listen.
