MSEB Charges /Compulsaory Parking Payment/ Delivery of Flat

Dear Sir / Madam,

I have Booked a flat in Gansoli Navi Mumabai. Builder Promised to handover the key October and collected the final payment also in July08.Till date he has not kept his promise. On 15Jan09 he sends a letter without date and withour the name of signatory to pay all the dues by end of Jan09. When we told them we have paid all the instalment in July08. Now they are asking me to pay for M.S.E.B and Water Connecting Charges RS1, 98, 750.00 (Rs. one lakh ninety Eights thousand seven hundred and fifty @ 125 x 1590sq.ft) Plus stilt Parking Rs1, 50, 000.00 (one Lakh fifty thousand), Society Charges Rs5000.00, maitainence RS57, 240.00 (Rs fifty seven thousand two hundred fourty) for 18months where as in the contract says only 12months. All this cash he wants us to pay in cash and no receipt will be provided. Area of flat is 1590sq.ft

He insist on taking the car parking charges as far as I know it should be coming with the building plus I dont have car.

Any Suggest or instruction will be highly appreciated.
